Kumov, who heads the "Let's Bike It!" movement, was instrumental in organizing the fifth annual Moscow Bike Parade that was held Sunday in the Russian capital.
About 20,000 people were expected to participate in the festival, which saw the city's Boulevard and Garden rings closed off to motorists.
