President Vladimir Putin has commissioned a program for developing Russia's patchy road network by July 2015, according to the Kremlin's website.
The plan for Russia's roads includes project development, construction, reconstruction, upkeep, and safety regulations, according to a Kremlin transcript published on Friday, which was transcribed from an Oct. 8 State Council meeting on road works.
Yearly monitoring of the cost of construction and maintenance of a kilometer of federal highway should start by the end of this year.
Moscow's roads are notoriously poorly maintained, resulting in slow travel times. The TomTom Traffc Index, released last year, listed Moscow as No. 1 in Europe for road congestion.
