A blaze engulfed the top floors of the same building that houses the Russian Football Association in downtown Moscow on Tuesday.
No injuries were reported.
"The fire is already extinguished," a law enforcement official said.
He said the fire broke out on the 12th floor of the 14th-floor building at 7 Ulitsa Narodnaya near the Marksistskaya metro station. The Russian Football Union occupies the first few floors, and an FA spokesman said that its offices were undamaged.
The cause of the fire was under investigation.
Russia is notorious for its poor fire-safety record, with around 12,000 people dying in blazes last year alone.
