Rostelecom, Tele2 in MVNO Talks

Rostelecom has initiated talks with Tele2 Russia to use each other's networks under the mobile virtual network operator (MVNO) model, Rostelecom chief Sergei Kalugin told reporters, Interfax reported.

"I think what we'll do first is try to strike an agreement with them on an MVNO," he said when asked about Rostelecom's plans to ally with Tele2. "That, I think, can be done right now."

The top executives of both companies have already met twice to discuss this topic. The last meeting was held last week, Kalugin said.

He did not disclose the potential cooperation scheme, noting that it is at the early stages of discussion. One option is for Tele2 to work as a virtual operator on Rostelecom's 3G networks in exchange for its GSM infrastructure, he said.
